In a canon full of eccentric weirdos, Anji actually manages to stand out. Not with his appearance, really, but with his over the top and enthusiastic personality. Anji seems to have an endless amount of optimism and spunk, managing to remain largely positive even at the worst of times (except, of course, when comic relief demands he overreact). It is especially rare in canons centered around fighting that you'd find a person who can never be considered a sore loser. Anji never seems to care when he loses a fight, and just seems to simply enjoy combat for what it is. Not that he's above gloating when he gets a particularly big win. His positivity carries into his movements and speech as well, often speaking in a very bright and flashy way. He lives to perform, and in doing so, he feels it's always best to smile and put one's best foot forward
More than that, though, Anji is driven by a great curiosity. The whole reason he left the Japanese colony was because he was not satisfied with life as a commodity. He wanted to explore the world and seek answers to the questions of life and the world. His thirst for understanding and knowledge knows no bounds, to the point where he makes some vastly morally questionable judgements in his pursuit of it. Most primarily, his allegiance with That Man, one of the chief antagonists of the franchise. Promised a chance to learn everything he ever wished to know about the Gears and the nature of their world, as well as eternal life in which to do so, Anji accepted and became a part of That Man's stable. And though he understands his actions might entail grave consequences, he can not resist his urge to know.
And Anji already knows a lot. Anji is incredibly intelligent and well read, though not in a sagely way, but more someone who is constantly in the pursuit of learning. Since leaving the Japanese Colony, and even before, Anji has taken in as much information as he could and has become one of the more reliable sources of info in Guilty Gear. In many different characters story branches, he freely offers advice and helpful info (though sometimes in exchange for fights) to characters having trouble seeking out their own answers. He loves to be helpful, too, going back to his previously mentioned optimism.
A lot of this factors into Anji's absolute hatred of secrecy and lies. While he will sometimes respect those who do not wish to divulge things out of comfort or risk of life (he doesn't force Dizzy to leave the Sacred Place, for example, when he could have), for the most part he will encourage people to be open with their lives and their thoughts and feelings. He shames dishonesty, and gets particularly angry when his entire character is misrepresented by the fake bounty lists sent out to Jam, Bridget, and others. And even though they are technically on the same team, he has a great annoyance and dislike towards I-No due to her shady nature and refusal to speak in clear, understandable terms while keeping a plethora of secrets. Part of the reason he can't seem to keep his cover down as a fugitive is his inability to act anything other than Japanese, in spite of that being exactly what his pursuers look for. To do otherwise would be dishonest, after all
Anji deeply values personal freedom. Living in the Japanese Colony was basically like being a prisoner in a very fancy cell. His whole life was controlled as a "national treasure" and he simply could not exist like that. Breaking out into the world in his pursuits of knowledge and happiness, he is in a constant flight from the law (as well as other, more nefarious forces like the Post War Administration Bureau). Though he considers Ky Kiske to be a friend, he is also often at odds with the man given it is part of Ky's duties to see Anji turned in to the Japanese Colony.
Anji is a man of great love and passion. His pursuit of truth, freedom, and a personal sense of justice have lead him across many individuals, friend and foe alike. Among the most notable of them are Chipp Zanuff, a wayward American ninja who constantly bugs Anji to teach him how to be more Japanese, and Sesshino Baiken, the love of his life (though she doesn't seem particularly interested in sharing his feelings). Anji makes friends incredibly easily, otherwise, but he also annoys just as simply given his often too flashy personality and constant needling for information. Overall, though, he's really a great guy. Just... a bit much, at times.
[Abilities / Strengths & Weaknesses]: Anji is a skilled fighter, using a style based on traditional Japanese dance. He is adept as Ki magic, but also the Wind elemental, supplemented by the powerful Zessen he caries. Zessen is able to shapeshift as well, allowing him a more versatile fighting style.
Because of Zessen's powers, he can generate extremely powerful winds, but most often he seems to use it to move himself, becoming one with the wind and performing feats of movement he would otherwise be incapable of, including lightning fast dashes and tornado like spins in mid-air.
Anji is not that strong, however, relying more on wits and out-thinking his opponents to get the win, if not outright negotiating his way into victory. It's not the size of his bite, but how he uses it.
[Limited Powers]:
As said, Anji is not really considered a powerful character in canon in spite of his legendary weapon. He can't really tap into its power the same way Ky and Sol can into theirs. There's nothing gamebreaking in his ability list, even if he can use his winds to make ships faster. There's no real reason to depower him.
